Hi, Now I'm in Europe. My 1y retiree visa expires on January 20, 2021. What happens if I cannot re-enter in Thailand before the expiry date?

You will have to start again with a new visa.

Excuse please that I enter this discussion but the situation applies also to me. May I enter Thailand with my previous visa extension (or new tourist visa) requesting an extension of 3 months with the purpose to prepare my application?

You would have to a apply for a visa to enter the country or if allowed enter visa exempt and change to a non-o visa at immigration needed to apply for a new extension.
