Yeah, that first photo was too close. You had no idea what it was you were looking at. The 2nd photo makes it clearer. A third one from a little further back would help even more, to get a better idea of the size of the pipe. Which looks to be made of a crappy plastic.

Not from flooding but Northerly wind driven currents and waves that coincide with a high tide. This action has been absent for past two years so beach sand project has yet to be tested.
