VolVisa: Work Permit needed to extended?

Three companies in Pattaya that offer the volunteer visa have told me they can give me 12 months. But all three also said no work permit is given. Or needed for the extensions (at day 90, 180, 270).

 

This runs counter to what I've read here. Is it set in stone that without a work permit, the volunteer visa can not be extended at day 90?

There was a controversy after the work permit rules were changed to state it was not needed for volunteer work. That occured in Chiang Mai but it was resolved.

Most offices do not require the work permit to apply for the extensions now.
