Same as the other cases (I.e. Bolton's book).  They are so stupid that they don't realize that they are promoting the books they want to prosecute and legitimize their content! They are not going to prosecute someone for disclosing imaginary secrets, right? ????

Most government workers have NDAs either implicit or explicit in their work place agreements and contracts, as do many civilian employees.

The higher your security clearance the tighter the NDA conditions. This also applies  often in private industry with IP

Melania isn’t enforcing anything, the US DoJ (on the tax payer’s dime) is attempting enforce the NDA.
