Frankly, from the snapshot (literally) of the incident I only see a very typical Car totaled-driver unscathed- lucky amulet/plate# photo.

I've always been well aware that they have a tendency to drive out of small side roads and straight into traffic without looking. I can spot them a mile off when they do it, unless they come out at speed right into the middle of the road they're not going under my wheels.

 

First experience for me in Thailand was on motorbikes and people are even more likely to pull straight out in front of you.... the older ladies seem to do it most, feigning ignorance of your presence. ????

Have you noticed when driving and you see someone in front of you make a stupid move, and you beep the horn and they just keep making the stupid move like they never heard the horn? What makes it worst I have air horns.

Regardless of fault and morality, this is another data point. 

 

A scooter and a car were involved in exactly the same accident.  The scooter driver is barely clinging to life, and the car driver is unscathed.  If I'm in a similar accident, I sure hope I'm safely ensconced in 4 wheels, seat belts and a lot of steel.  Regardless of who's at fault.
