BANGKOK (NNT) - The Speaker of the House of Representatives has explained that a colored card system will be used to differentiate between MP amd Senator votes in the amendment of seven constitutional articles in an effort to speed up the process, which requires 84 senatorial votes in favor to pass.

 

Speaker of the House, Chuan Leekpai explained that separating out senators votes from the total 700 to be cast in Parliament, would be time consuming and prone to confusion.

 

On MPs joining senators to push for the amendments to be reviewed by the Constitution Court, Speaker Chuan said a meeting of the four sides of Parliament has already agreed to have the matter discussed in Parliament as part of the regular agenda, meaning it will be tabled once preceding issues are concluded. He said the motion has not been specifically placed on the agenda for November 17 and 18, but will be brought up in its own time.

 

Deputy Prime Minister Wissanu Krea-ngam remarked that putting charter amendments to review by the Constitution Court, wouldn’t slow their progress in Parliament as once the first vote takes place on November 17 or 18, a committee will have to be set up and given one month for study ahead of the second vote, after which a 15 day period will have to elapse before the third vote, allotting time for the court to carry out its review. He noted that even without hindrance from the court, the referendum act would have to go into effect in February next year before further progress could be made, adding the court may help in this regard.
