Since last week, you are now allowed to apply for the CoE with a valid re-entry permit from a Non Imm O Visa issued for reason of retirement.

You wrote that your Non Imm O extension based re-entry permit is valid till April 2021.

That means that you only need a covid-19 insurance policy for 5 months (aligned with your permission to stay, otherwise your permission to stay will be capped till insurance expiry when entering Thailand).

Also be aware that you would need to apply for the 1-year extension of stay based on that original Non Imm O Visa before your permission to stay expires April 2021.  That can be done from 30 days before till actual expiry date.

When re-applying for reason of RETIREMENT, you would need to show that you kept +800K on your personal Thai bank-account in the 12 months preceding the date of application (i.e. +800K in the first three and last 2 months, and not less than +400K during the intermediate seven months).

When you did marry your fiance before your application for the 1-year extension (and you have the KorRor 3 and KorRor 2 Thai marriage documents as proof of that) you would be able to apply for the 1-year extension of stay for reason of MARRIAGE.  However, you would STILL need to show that you met the full 1-year financial requirements for the preceding year when your permission to stay was based on RETIREMENT. 

In case you are not able to meet the financial requirements, you would probably need to make use of the services of a Fixer Agent to circumvent the 800K funds-in-bank for past 12 months requirement.  Such service would cost somewhere between 14.000 and 25.000 THB for a 1-year Non Imm O based retirement-extension.
