Retirement Visa while on covid 60 extention

Just looking for confirmation on what an IO told me. I entered the country on a visa exempt and am now on the 60 day covid extension until January 29. 

On a previous visit to immigration I was told I would have to leave the country to apply for retirement Visa but she didn't sound that convincing since it was so busy. 

I am over 50 and can deposit the 800,000 baht but obviously would like to do it without having to leave.

You should be able to apply for a 90 day non immigrant visa(category O) entry with a covid 19 60 day extension of your visa exempt entry.
