visa on arrival and coe

my dad is locked out of thailand and lost his retirement visa. so my question  can he now apply for a coe  without a visa

as he wants to get a visa on arrival(from holland)? we are aware of all the requirements for the coe.

 

so if he gets the coe and has all the other needed forms he just shows up at airport without a visa??

Fifteen day visas on arrival have been cancelled. Are you though asking about a 30 day (45 now) visa exempt entry.

He can apply for a COE online without a visa if from Holland since he would get a visa exempt entry.

A visa exempt entry is one of those allowed entry on this website for doing the application online here.

Seasons Greetings 

All previously Visa Free and Visa on Arrival countries into Thailand have been cancelled now due to COVID-19 travel restrictions. Which means EVERYONE planning to enter Thailand must apply for a CoE and the appropriate Visa. I understand that they have added 15 extra days to the normally 30 days previous given (now 45 days) in compensation gor the 15 days Quarantine in Thailand. Regards & Happy New Year

The regular 30-day (now 45-day) visa exempt entry can be extended for a further 30 days in country. Those entering visa exempt as part of a bilateral agreement cannot extend their permission to stay in this manner. In addition to the 30-day extension of a regular visa exempt entry, there are various other ways your permission to stay can be extended (if you qualify) and it is also possible to apply for a Non O visa in country to change the basis of your permission to stay.
