Restaurants most likely open but not sure about selling booze with food. If a bar buys a fryer and serves only french fries so they can keep selling drinks I'd call that being on thin ice. As the UK has found, to its cost - its much better to be ahead of the curve than behind it. A 'measured' approach will almost certainly lead to the virus spreading everywhere and large increases in infection rates. The UK is now in its third lockdown when one, properly enforced one, together with quarantine for people coming in would probably have done the job. For politics (people elected like in Europe or Thailand) it is not easy to find a middle to respect the life of the people and close areas , the best solution to stop contamination.
