Often these customers in bars are (vulnerable) elderly expats. If the virus wipes them out then the last remaining customers might disappear. I myself avoid such places with people without masks. If I choose to go out to eat, I don't expect to be inconvenienced. Waitress smoking and spoiling my experience would be enough to make me move to another place. It is as simple as that.
