1) if I have a connecting flight when returning to Thailand when does the 72 hours start from ,my original departure airport in the U.K. or my connecting flight probably Amsterdam to Thailand ?

2) Are Thais exempt from a Covid and Fit to Fly Certificate irrespective what airline they fly with, 1 change, ,I have a Thai partner and son, I appreciate it can depend on the airline and the country you transit through. 
3) if a direct flight from Heathrow are Thais exempt from a Covid and Fit to Fly Certificate irrespective of what airline we travel with ?

Always double check with your airline before flying during these covid times.  Some airlines require a covid test to fly anywhere with them even if the destination country does not require it.

It must still be valid for your connecting flight.

Thais are exempt a Covid19 PCR test for entry to Thailand, but check it's not a requirement for the airline.

They require a COE (certificate of entry) and need a FTF (fit to fly) certificate in order to obtain the COE.

As above. Same answer as 2.

 

Requirements to apply the COE for both Thais and foreigners here;

English and Thai language.

 Not strictly correct.  My Thai wife, returning to Thailand next month, has got her COE certificate already.  She will, however, have to get the Fit to Fly within 72 hours of departure.  But absolutely true that she needs both to get on the plane.  No need for a test.

No.  You will supply your flight details as part of the COE application and that date will be on the COE.

As I understand it, once you register and get approved, you need to upload the required documents within 15 days to get the COE . If you delay longer you have to reregister again.

That’s what I thought, register first when approved upload documents, flights, ASQ and insurance.

Apologies, correct.

I should have stated they require a COE (certificate of entry) and need a FTF (fit to fly) certificate in order to board a flight.

Procedure for Non Thais.

For non-Thai nationals

 Registration Guideline
1

Register for Certificate of Entry

    • fill in application form and upload passport information page (in the menu on the next page)
    • Embassy/Consulate-General takes 3 working days to process the application
    • Applicant can check the result of application on website (in menu on the next page)

Once approved

    • Applicant finds and books a flight and Alternative State Quarantine (ASQ) within 15 days

Confirm application for Certificate of Entry (COE)

    • Save information of Flight/Alternative State Quarantine (ASQ) reservations and Insurance, and upload relevant evidences for consideration (in menu on the next page)
    • Must be processed within 15 days in accordance with No. 2 otherwise a new registration is required
    • Embassy/Consulate-General takes 3 working days to process the application
    • Applicant can check the result of application on website (in menu on the next page)

Once Certificate of Entry (COE) is approved

    • Applicant requests to print Certificate of Entry (COE) from website via Check Application menu (in the menu on the next page)
    • Applicant shows Certificate of Entry (COE), Medical certificate attesting that the traveler is free from COVID-19 issued no more than 72 hours before travelling, Medical certificate attesting that the traveler is fit to travel (Fit to Fly/Travel Health Certificate), and relevant documents prescribed in Guidelines based on Regulations issued under Section 9 of the emergency Decree on Public Administration in Emergency Situation B.E.2548 (2005) (No.7) to Airline Officials and officials at point of Entry, otherwise might be rejected to enter the Kingdom
