You can buy cards for so many hours on a dial up, example INET easy, 50 hours. Can you buy a certain amount of time by a card for Broadband. I am not talking about a permanent account, just one to buy a card and use it on a ADSL modem. ADSL is a bit more complicated then dial-up, with ADSL there has to be cooperation between the ISP and the telephone line provider, where the latter has to hook your line up to their DSLAM and make the settings to give you the appropriate line speed and route your traffic to the appropriate ISP... It would not be viable to hook up every phoneline up to an (expensive and in limited supply) DSLAM port unless there is a contract to pay monthly for ADSL...
