I don't think there is quarantine anywhere, if you are negative on entering province which are lesser degree warning.

probably on the spot covid test (as on phuket), tracing application.

But anything can change within a day.

also province governors can make their laws

Currently as of 13:00Hrs Sunday 24th April 2021 there are no travel restrictions between provinces on mainland Thailand and no requirements for a Corvid Virus test at your departure point or arrivals destination but this can change at any moment.

 

Please be aware that if you take a Corvid Virus test of any sort in Thailand and you get a POSITIVE result you'll be in Thai Government / Hospital quarantine for at least fourteen days at your own cost !

There is now serious talk of an inter provincial travel ban with all flights & buses being cancelled.

You need to be prepared for the scenario that you fly out to Bangkok and won't be able to return, in case a travel ban is imposed. It might be coming pretty soon, who knows?

My girlfriend returned from Ubon Ratchathani to Chiang Mai yesterday the 25th and is now home quarantined for 14 days. Not sure exactly what they told her but she had to load the CM-Chana app and they told her she will be checked on.
