That's freelancers.  They're basically bar girls who either; don't want to commit to the regular hours of a "normal" bar girl or, can't get employed as one (bad reputation maybe).  Sideliners have a life outside the "industry" (job, student, wife, etc.) but also do a bit of harmless shagging for extra money.

Back in the day the Russians would pay to sit in the bar. But most posh bars would just allow them to sit if they bought drinks.
