But never mind that..

Are the police and the army going to have a go at each other eventually? What happens when these two upstanding organizations start to step on each others toes with no mediating force to calm them down? Maybe they'll finish each other off, and then we can start from scratch with a professional service(s)?

Chonsawas may be called on to declare assets

Reports have stated that former Mayor of Samut Prakan Chonsawas Asavahame who recently turned down a position within the Ministry of Interior for fears ongoing cases against him would tarnish the government’s image, may have to declare his assets to the National Counter Corruption Commission (NCCC).

The NCCC has stated that even though Chonsawas revoked his position within the ministry, his name has passed through the approval of the Cabinet and thus it is considered he is politically active. The NCCC reasons that his politically activity obligates him to declare his assets to the commission under the rule of the constitution.

The constitution states that politicians must declare their assets within 30 days of taking on their position, after they relinquish their post and one year after that.

Please note that members of this family who continue to wield great influence in Samut Prakan have had visa applications to the States refused as they are/were considered by the States to be involved in drug-trafficking.

Two controversial sons of politicians have finally made their way into the government led by PM Samak. Wan Yubamrung and Chonsawat Asavahame were included in the list of Assistants and Secretaries to cabinet ministers approved yesterday. "If Chonsawat is in, Wan will be in too," Samak replied tersely to questions as he emerged from the meeting. The issue was over and he would not talk about it anymore, he said. He earlier opposed some names proposed by the PPP as Aides to Ministers and Deputy Ministers. He did not give names, but said they were subjects of criticism.

Chonsawat Gives Up Secretarial Seat at Interior Ministry

Chonsawat Asavahame, son of Puea Pandin Party Chief Advisor Vatana Asavahame, decided to turn down his recent appointment as Secretary to the Deputy Interior Minister after being tormented from massive criticism against his qualifications and appropriateness in accepting the position.

Prior to his recent appointment, Chonsawat was still facing charges for illegally detaining a police officer and refusing to take an alcohol breath test at a highway patrol checkpoint on New Petchburi Road on May 21, 2007.

Chonsawat, the son of former Samut Prakan Mayor Vatana Asavahame was widely criticized for his notorious behavior by assaulting others with his societal status of being a son of a powerful politician.

He claimed that he must first clear himself of legal charges in order to win the society’s trust before accepting any government post.

One day after his official appointment, Chonsawat faxed in his resignation to the office of Deputy Interior Minister Sitthichai Kowsurat, addressing the minister and the mass media. Chonsawat reportedly, declined to accept any phone calls from reporters, which his close aide insisted that he had resigned from the post.

In a separate development, newly appointed Government Spokesman Police Lieutenant-General Wichianchot Sukchotrat yesterday dismissed a speculation that Prime Minister Samak Sundaravej was disappointed about his recent appointment.

Wichianchot, who is close to deposed Prime Minister Thaksin Shinawatra, insisted that he has great confidence in accepting such post, for he has spent his entire life time studying politics and had once served as Deputy Justice Permanent Secretary and a member of the National Counter Corruption Commission. *up until he disgracefully resigned after a prison sentence was handed down on him*

Chonsawat Asavahame, son of the fugitive former politician Vatana, was Tuesday appointed by the Cabinet as Deputy Secretary to Deputy Prime Minister and ICT Minister Mun Patanotai.

Mun is a Deputy Leader of the Puea Pandin Party, which Vatana was Chairman of.

The Supreme Court's Criminal Division for Political Office Holders sentenced Vatana to 10 years' jail on Monday for a corruption related to the Klong Dan wastewater treatment plant.

Chonsawat Asavahame, son of the fugitive former politician Vatana, was yesterday appointed by the Cabinet as Deputy Secretary-General to Deputy Prime Minister and ICT Minister Mun Patanotai.

Mun is Deputy Leader of the Puea Pandin Party, of which Vatana was Chairman. The Supreme Court's Criminal Division for Political Office Holders sentenced Vatana to 10 years' jail on Monday for a corruption related to the Klong Dan wastewater treatment plant.

Mun yesterday defended Chonsawat's tainted record, saying he had learnt from "past mistakes", as well as his stint as Mayor of Samut Prakan.

"I have known him since he was young; he was a good boy and obedient. I am just like his uncle for the past 30 years," Mun said.

"I ask him to be patient, not hot-headed, and to face problems with coolness. I think the mission is not too hard for him."

Last year, Chonsawat was accused of assaulting a traffic policeman when the officer tried to stop his vehicle at a checkpoint set up to screen drunk drivers.

Mun said yesterday he had talked to Vatana before the court made its ruling on Monday. "I think he knew that it's difficult for him to return. He is aware of the fact and accepts it," he said. Mun said Vatana had told him he expected a jail sentence.

"He is old now. It's better for him to find somewhere to rest than to fight a court battle. This case's statute of limitation is 15 years. I think Vatana will fade away from society. He no longer has any role now," Mun said.

Fugitive's son gets post

The Cabinet on Tuesday approved the appointment of a new Deputy Secretary to the Prime Minister. The news might not have been an issue had the person appointed not been Chonsawat Asavahame.

Chonsawat's father is Puea Pandin Party Chairman Vatana Asavahame, who has fled to Cambodia following a verdict against him in a corruption case. He reportedly stays in a casino hotel in Poi Pet. The Supreme Court's Criminal Tribunal for Political Office Holders sentenced Vatana to 10 years in jail on Monday for corruption related to the Klong Dan wastewater treatment plant.

Chonsawat, 39, is currently facing trial on charges of assaulting a policeman. He was charged after allegedly refusing to stop for an alcohol test and assaulting the officer who tried to get him to stop earlier this year.

The court has scheduled the first hearing in the case for September 17.

Earlier, in September 2006, the Samut Prakan Provincial Court sentenced Chonsawat to four years in jail for electoral fraud during Samut Prakan's mayoral election, with his voting rights revoked for 10 years. Up to 1,000 false ballot cards were found in the 1999 election. The case is now with the Appeals Court.

Regarding a personal matter, Chonsawat has appeared in news items speculating about his relationship with model Yossawadee Hassadeevichit.

In fact, this is the second time that Chonsawat has been offered such a position in Samak Sundaravej's Cabinet. In February, the Cabinet approved his appointment as a Deputy Secretary to Deputy Interior Minister Sithichai Kowsurat.

Many ministers vouched for his qualifications and said he deserved a chance.

Chonsawat worked in the position for only one day before resigning. He claimed he cared about how matters appeared to the public and said he wanted the justice system to be fair while he was facing some cases.

Again this time, Information and Communications Technology Minister Mun Patanotai, Puea Pandin Party's Deputy Leader and the person who put Chonsawat's forward for the position, defended Chonsawat's tainted record, saying he has learnt from "past mistakes", as well as from his stint as Mayor of Samut Prakan.

As a person close to the Asavahame family, Mun said Chonsawat is obedient to his seniors.

He gave Samak credit for respecting the Puea Pandin Party well in giving Chonsawat the appointment.

The ICT Minister said Chonsawat's appointment was in the spotlight because his wife Nantida is a famous singer.

However, Mun accepted that Vatana decided to flee from the charges facing against him, and that the case against Chonsawat has yet to be cleared. Given his reasons for resigning last time, the question now is whether it would be good for Thailand if he took the same position this time.

Fugitive Vatana's son says he'll do his best

Chonsawat Asavahame, the newly appointed Secretary-General to Deputy Premier and Information and Communications Technology Minister Mun Patanotai, said yesterday that his fugitive father Vatana had advised him to do his best in the job.

"He didn't go into too many details but as his son, I know what must be done. As for his health, he told me not to get worried," Chonsawat said.

When asked if his position would be affected by his father's fleeing the clutches of the law, Chonsawat said: "My father's case is over. As his son, I am concerned for him."

He was referring to Monday's ruling by the Supreme Court's Criminal Division for Political Office Holders that sentenced Vatana to 10 years in prison for corruption over involvement in the Klong Dan wastewater-treatment project. Vatana was found guilty of abusing his power as Deputy Interior Minister by forcing the Land Department to issue title deeds for plots that overlapped a public area. The plots were later sold to the Pollution Control Department to house the wastewater-treatment project.

Chonsawat yesterday arrived at his new office in Government House with Mun, whom he also regards as an uncle.

Apparently Chonsawat did not see his previous boss, former Deputy Interior Minister Sithichai Kowsurat, with such affection because he quit shortly after being appointed as Secretary. He explained yesterday that his decision had been influenced by Sithichai's concern about "all the news surrounding me."

"I was not prepared at that time, but today I'm ready to work", he added.

Samut Prakan mayor hit with six more charges, avoids police

Police filed six more charges yesterday against Samut Prakan Municipality mayor Chonsawas Asavahame, in addition to charges of refusing to take a breath test for alcohol and illegally detaining a police officer.

Police will now send a second warrant to Chonsawas to hear the new charges, which now total eight.

Meanwhile, a group of Samut Prakan residents gave morale support to the 'bullied' Makkasan police officer.

Chonsawas and two aides allegedly detained and assaulted Lance Corporal Prarob Saengnil, after Chonsawas was stopped for speeding and erratic driving and asked to take a breath test at a New Phetchaburi Road checkpoint last weekend.

Police have already sent a warrant for Chonsawas to hear the charges but as of late yesterday he had yet to show up.

Makkasan Police superintendent Colonel Jeerasak Khamkhong said more witnesses had been interviewed yesterday and they helped confirm that the alleged assault took place. So, police would now issue a second warrant for the son of former deputy interior minister, Vatana Asavahame, to hear the six additional charges.

The charges include obstructing authorities attempting to do their job by use of physical force; using three men to obstruct an official against his will by applying physical force; causing damage to property; reckless driving; failing to submit to a driving ability test and insulting authorities in their attempt to perform their duties.

Meanwhile, a group of 20 people representing residents of Samut Prakan's six districts went to give morale support to Prarob at noon yesterday.

They also carried signs that read, "We, Pak Nam residents, feel ashamed of Chonsawas' decision to spend his free time bullying officials instead of developing the city...we want justice for the police officers who were bullied."

Metropolitan Police division 1 commander Maj-General Manit Wongsomboon said Thong Lor police also had a physical assault case filed by a gold-shop owner's daughter against two female models thought to be with Chonsawas on the same night.

Makkasan police had contacted their colleagues at Thong Lor to see if the two cases were related.

The Criminal Court found Chonsawat, his two aides - Sakul Pramoolchai and Pratya Chaiyakul - guilty of assaulting a traffic policeman of Makkasan police station at 2 am on May 21 last year.

They were also found guilty of preventing the policeman from carrying out his duty to test the alcohol blood level of them.

The court initially sentenced Chonsawat and Sakul to a 12-month imprisonment and a fine of 9,000 baht each and Pratya to 10 months in jail and a fine of 8,000 baht.

But the court lifted the imprisonment on ground that the three had confessed. They were put on probation for three years.

Today, the Criminal Court has ruled out the verdict and sentenced Chonsawat Assawahem to a 1-year incarceration for obstructing police officers who requested him to take the breathalyzer examination at the police checkpoint in the capital on May 20, 2007.

Chonsawat was driving two famous Thai models, Aunchalee and Yossawadee Hussadeewijit back to their residence on Petchaburi road, but was later stopped by the Makkasan station’s police officers.

The driver and both passengers had refused to follow polices’ instructions, which led them to physically assault Sergeant Prarop Saengnil, the Makkasan Traffic police commander.

After examining all the evidences and witnesses, all three defendants were found guilty.

However, since the three defendants had admitted their wrongdoings in front of the judges, the Court then decided to deduct the punishment of Chonsawat and Miss Yossawadee to 1-year imprisonment with 9,000 Baht fine, while Miss Aunchalee would receive 10-month imprisonment and 8,000 Baht fine. Due to the three defendants’ lack of prior criminal records, they would receive probation for 3 years. *See? And you probably thought I was just being sarcastic when I typed earlier that he had a good and clean past record....well except for a few felonies and miscellaneous misdemeanors posted about...*

Nonetheless, the three defendants have to serve 24 hours of community service and check up with their probation officers once for every 4 month.

After the sentence, Chonsawat told the press that he intends not to appeal and wishes to end this case as soon as possible.

With continuing contradictory reports, it's still not clear who Chonsawat's co-defendents were... the two sisters or his two goons... plus news they apologized to the police officer they assaulted, so that, coupled with his spotless prior criminal record, makes it much more palatable that the ex-mayor's punishment was suspended....

The Criminal Court yesterday gave a suspended jail sentence to Chonsawat Asavahame, Deputy Secretary-General to the Prime Minister, for resisting police orders to take a breathalyzer test and assaulting and illegally detaining a police officer on duty last year. Chonsawat, the youngest son of fugitive politician Vatana Asavahame, and two aides Sakul Pramulchai and Pratchaya Chaiyakul, were named as the defendants in the case. They were charged with assaulting Police Sargent Prarop Saengnin, a traffic police officer after he refused to let Chonsawat leave a checkpoint without taking a breathalyzer test on May 20 last year. Chonsawat was stopped by police on suspicion he might have been drunk. Chonsawat refused to take a breathalyzer test. He called his aides who assaulted the police sergeant. The court found the three guilty of assaulting, obstructing and insulting an officer on duty. The court initially sentenced Chonsawat and Sakul to two years in jail and a fine of 18,000 baht each. Pratchaya was jailed for 20 months and fined 16,000 baht. As the three defendants had confessed, the court commuted the sentences given to Chonsawat and Sakul to a year in jail and a 9,000 baht fine. Pratchaya's sentence was commuted to 10 months' jail and an 8,000 baht fine. All charges in this case will eventually be dropped.

None of them will go to jail or even be fined.

If the Chalerm boys are precedent in such "VIP vs police" eruptions = the following scenario will play out:

>>> Cops submit formal charges

>>> Witnesses (and models) who are detained didn't see anything. Other witnesses run off to the rice fields and, if they're brought in later to testify, they too didn't see anything.

>>> Prime suspect won't show up for hearing.

>>> cop who lost face will get pay off by VIP father.

>>> defendant will get 'slap on wrist' reprimand.

>>> nothing will change, and VIP politicians' sons precedence over cops is asserted yet again.

Go back to square on and repeat cycle.
