<deleted> happens in tropical countries, it will rain during the rainy season. Those houses built on original flood plains will flood, unless raised in the original Thai style. Concrete and asphalt will not allow water to drain, leading to flooding of roads and buildings.

Pattaya is probably only a few tens of feet above mean sea level, making a canal a difficult option.

I suggest that a watch for sink holes is maintained. They seem to be common risk in high flood risk areas. And open access holes where water pressure in the underground drains have pushed off the covers.

If you followed the flooding problems in Germany and Belgium and the Netherlands the Netherlands having the least damage because we made sure water had room to move and we did not build too much at points where it would flood then you can see that there is a big difference between countries how they handle flooding.

 

However complete flooding can never ben prevented as the price would be too high. Usually they set limits like we will accept a flood if more then a certain amount of rain will fall. Because payouts to insurance is then cheaper then the investments needed to make sure it does not happen. I mean to prevent all flooding 1 in 20 year events one in 100 year events ect would mean huge investments far more then what it would cost to flood. 

 

But given how regular Pattaya flood the basics are just not there and they are doing it badly. 

 

Its also always the same sections of beach that are washed away. Why not turn the spot that always gets washed away into an concrete canal going to the sea (i mean from beach road having a canal on the beach). It might not look pretty but it will prevent having to fill up that area all the time and the other destruction it brings. But I think the mayor likes it this way so he can always award new repair contracts and take a cut.
