BANGKOK (NNT) - A joint sitting of Parliament has passed draft amendments to the constitution in their third reading, giving approval to the amendment of articles 83 and 91, which reinstate the dual ballot election system and the division of the House of Representatives into 400 constituent MPs and 100 party list MPs. The Parliamentary sitting on Friday September 10, 2021 was presided over by Speaker of the House Chuan Leekpai.

 

The open vote saw 472 votes for and 23 votes against with 187 abstentions, giving the draft its needed proportion of votes. Over 20 percent of the opposition voted in favor alongside 149 senators, exceeding the needed 84. After a 15-day period of grace, the draft will be submitted for royal approval.

 

The legislation seeks to amend the 2017 constitution and return the dual ballot election system as well as the 400 constituent MPs and 100 party list MPs making up the House of Representatives. Senators are also to be selected in a free vote both directly and confidentially with one vote allotted to each MP.
