Food by phone ratings

I use food by phone but one the things that really annoys is the rating system for restaurants. Specifically it does not ask me to rate all of my purchases and seems to have some algorithm that prevents me in someway. I have noticed:

 

1) If I have have given a 5 star rating before it usually asks me for a rating (i.e more chance of another 5 star rating)

2) if its a new restaurant I am using it does not ask me to rate. This is particularly annoying as I have had some gross deliveries and could not rate them.

3) It rates the database on average score so if you are a new restaurant, you just give yourself one 5 start rating and then you get top of the list because your average is 5. Should be based on a minimum of say 10 ratings.

4) If I give a poor rating it does not ask me to rate another restaurant for a while, it seems.

 

Are the manipulating the ratings?

65 and have never ordered food other than in a restaurant or by shouting to the wife from the living room.

My wife gets my vote, every time i phone her from our lounge room the food is ready in a jiffy...
