I have looked repeatedly at the start of the video and have changed my opinion. The driver at the start appears to be heading slightly to his right  and targeting the victim. There is also a tyre screach as he accelerates into the victim (at the 12 sec mark) and another screach as he hit the brakes after collision.  After the collision he pulls to his left and then straightens up. I am now more of the opinion that it was a deliberate act of hit and run and not an unavoidable accident.

As the driver saw the youth running over to attack he decided to accelerate and targeted him, is what I now see.

so safe to agree, youth was not as innocent or a bystander as OP originally painted him out to be.
