As far I know, you need 4 Thai workers per foreigner. Do they have connections or are they granted special privilege's since they're themed as russian clubs or something else. I'm thinking spanish girls here. Would i need special connections? or would you officially be able to remove the 4 thai per 1 foreigner requirement. Of course, the bartenders etc can cover the work permit requirement for the girls, but i'm wondering if having a foreign themed club would be a good enough excuse to only hire enough Thai's that you need purposefully and get work permits for foreigners on its own basis?

what you can do is take some thai girls and dress them as spanish, with the right make up they will pass. teach them some basic words like HOLA and GRACIAS and nobody will notice, most of the customers are drunk anglo saxons who could not tell the difference.

Of course and many others things, Thais have to be involved for foreigners in business but corrupt Pattaya is on another planet. ????

Yet its the corruption that enforces  the law. I know many bar owners and they rigorously obey laws because of continuous  police actions..Pattaya  is the most highly  policed area in Thailand  with up to three separate  police  forces  vying for power. The there the other agencies like DOPA and the equivalent  of customs too. The reputation for corruption  comes about because  of the entertainment zoning system so police look the other way in areas where there should not be bars or clubs. But these bars and clubs  are heavily  regulated  to be allowed  to open.
