In North America you elect 1 person to represent  you in your riding.  There are no other people appointed and others made part of the government.  

 

That person is solely responsible to his riding.

The Electoral College system in the USA ensures it's not one person, one vote, but maybe your "North America" refers to Canada?

Members of the House of Lords, (unelected) can be in the government.

The Fixed-Term Parliaments Act 2011 is currently in the process of being repealed:

The Dissolution and Calling of Parliament Bill (359KB, PDF) [Bill 8 of 2021-22] was introduced on 12 May 2021. The Bill would repeal of the Fixed-term Parliaments Act 2011 and provides that the maximum term of a Parliament (rather than the period between general elections) shall be five years.
