I think it would just mean location where you do you test and hotel booking at approved hotels. Udon Thani is close to border. This would occur when land borders open. Actually, the Thai embassy in Vientiane has posted info on crossing over the friendship bridge into Thailand....even which hotels are approved. Nothing for the process of going from Nong Khai over into Vientiane though.
