Is form WP3 used if the employee is already in thailand?

If a person is in Thailand, but not on an extension for working:

Does the company submit a WP3 form, upon which they would get a "work permit approval letter", enabling the person to apply for an extension for working before being issued the work permit, or is some other form used in this case?

 

When I Google WP3 it only says that this form is used when the new employee is abroad, to allow him to apply for a non-B visa.

A WP3 is only used when a person is outside the country.

A standard work permit application form is used while in the country and a work permit application approval letter is then done.
