I do not think being skydiver is necessary to become an tunnel instructor, and many of the best now have never skydived before, but they grow up training in the tunnel from very young. Yes, Brisbane offers AFF training. I have heard that good tunnel flyers generally make good skydivers, but not necessarily the other way around.
