US uni officials in Bangkok to find out how Big Joke tackles human trafficking and illegal fishing

Thailand's most famous cop Pol Gen Surachate "Big Joke" Hakpan received two officials from Sam Houston State University in Huntsville, Texas, reported Siam Rath.

 

Dr Philip Leong and a Mr Gerber from the university's justice faculty wanted to know how Thailand handles human trafficking and illegal fishing. 

 

Surachate explained what Thailand does in his capacity as head of the Anti Human Trafficking in Women and Children center.

I'm assuming that Thailand handles it very differently than they do in the US.  Perhaps Pol Gen Surachate Hakpan can explain the use of brown paper envelopes.

Not surprised they are from Sam Houston State U, an institution otherwise not especially well known even in much of the U.S. The university's criminal justice department is highly ranked, and features top guest speakers such as John Douglas (the original FBI profiler who along with Robert Ressler established the Behavioral Sciences Unit).

Brown, are they? That looks too suspicious. Watch The Sopranos and you'll see that goombas use the smaller, ordinary-looking white envelopes.

I can see if they traveled all the way here to study human trafficking procedures.  But illegal fishing?

It’s almost ridiculous the two faculty members from the University want to try to understand Thailand’s method of dealing with human trafficking and illegal fishing taking a state in Texas is known as the big brown envelope everything in Thailand runs from corruption from the top to the bottom TIT
