I saw one quote attriibuted to Anutin during the presser after this meeting...

 

"We operate a policy mainly for medicine, economics, never aiming towards recreation. Up to now, there will be some cases, some groups misuse. let the law handle it."

 

 

So he appears to be staying on message, which obfuscates the recreational aspect, for now.

 

My quick read is that the primary defense is that the Cannabis Bill will "control" cannabis, and that progress should re-commence on that activity. Input to the bill from all concerned parties will be listened to, debated, and added or rejected.

 

Assuming the Bill passes at some point, other efforts to re-criminalize cannabis (Administrative Court) will be stopped.

 

Cannabis usage for recreational purposes will be tolerated, much like the services sex workers provide, and controlled. Many of the controls are already in place of course (20 YO, pregnant, public nuisance, licensing, etc.). The Bill, and the resulting Cannabis Commission (24 members proposed with Anutin as the Chair), would continue to refine controls.
