I believe it's been lifted.  It remains to be seen what "required to" and "expected to" means in practice.  That said, most Thais seem happy to still wear masks.

Lifted practically for all instances last July.

No longer applies in public places and outdoors.

Lifted for business, entertainment and activities.

Group gatherings (less than 2,000 participants) in crowded places allowed.

I recently heard announcement during a BTS ride that wearing a mask within the system was encouraged but not required.

You can see it that way if you want but it cannot be denied that there are those that go to quite extreme lengths to try and validate their argument against masks.

Shouldn't it be personal choice?
