From the report it's not easy to understand what they actually did.

The picture shows a high voltage pole with the three porcelain insulators unconnected.

Did they work on these and accidentally touched free hanging high voltage lines?

Quite likely contract workers.

PEA is smart enough to switch off high voltage before doing any work on the poles.

Looks like PEA isnt that smart to do so, or job was done without PEA knowing?

They also fell, after shocked, from a height. So where are the safety harnesses when you need them?

A metal crane working at live wiring, very good job. A week ago a Thai died at the same conditions working with his crane.

Time for labor office (safety department) to step up and sue the companies for damage and breaking law and safety rules. There must be some rules about it, however TIT.

Why would you drive with a helmet (Thai law) when you can drive without?

PEA and maybe contractor company sue for negligence, big fine, hospital bills paid and additional 1  million baht compensation for injured workers. I dont believe a Thai worker is entitled to refuse the work when he thinks it is not safe. Were the guys well enough educated to know what they were doing?

Thailand has a long way to go for safety in working.

Ever seen the guys working on a bamboo scaffold? Incredible.
