Election officials have mistakenly put the wrong constituency code numbers of Nonthaburi province on about 100 envelopes containing ballot sheets, Thailand’s Election Commission Secretary-General Sawaeng Boonmee said today (Sunday).

He added that election officials will rectify the mistake, as he offered an assurance that the error will not change the votes cast by advance voters.

He disclosed that officials started checking after some voters protested that the five-digit postal code on the envelopes did not match their postal code, adding that it was a misunderstanding on the part of the voters because the code on the envelopes is not a postal code, but the electoral constituency code, which also has five digits.

Doesn't this mean that they shouldn't have had addresses put on them but they did as the result of a mistake?

I think they mean "incorrectly addressed".
