They might be targeting them, but based on my walk around Pattaya yesterday, that is definitely not what they are getting. 

Robinson's, and  Mikes shopping Malls   'aint got nothing  on Harrods  where the wealthy   A -rabs like to shop

According to Booking.con the biggest percentage booing through them is from Saudi Arabia, here in Rawai almost 12% 

If the air pollution will continue to be unsolved the tourists will only visit 1 time. Not only the arabs but all tourists. Fix that problem and the the tourists will come automaticly.

Soon we'll be seeing signs like this one in Penang.
