And reducing speed would hardly be a factor. If everyone was reduced to 50 kmh everywhere, a collision is still like hitting something at 100 kmh

People rarely crash at 50kph. Much easier to control a bike.

The average speed of impact for motorcycle accidents is 34 Km/h. Only one out of every 1,000 motorcycle accidents occur at speeds of around 130 km/h
