Good news but doesn't change fundamental challenges facing foreigners in China.

For example, "... the actual implementation of China's policies and social-cultural environment still have room for improvement to effectively accommodate foreigners." A very "softball" observation.

In terms of proportion of foreign residents in China, China lags behind (0.05%) even with countries like Laos (0.08%) and Cambodia (0.05%), or compared to other developed Asian nations such as Japan and South Korea (0.8%).
