Have no idea of adsense payment system but suspect you mean convert some kind of $ to Thai Baht?  Is exchange done by Google or do they send foreign dollars for local exchange?

I did a search and got that google withholds taxes. Could this be the issue?

Your name seems Dutch which makes sense in terms of the 100 dollars. It likely deduct the local VAT of 21% in a Dutch case, if your account is registered as a Dutch one / being a resident there. In that case you would get around 79 dollars excl transfer fees, the 79 dollars is 2911 baht.
