Governments - even authoritarian ones - are enabled by and are the products of the culture of the people as a whole.

Governments, historically, by their very nature are based on firm authoritarian rule. 

No exceptions.

It does not matter, they utterly refused to allow him a leadership role, and if it weren't for the stocks they would have found something else. That was all just a big ruse, it was likely planned in advance, and it was just deceitful, morally bankrupt, and typically toxic behavior on the part of the greedy and insatiable Thai Army.
