How would he know if not all assets are revealed?

I understand that military bases may have contracts with civilians for various on-base services such as tailoring.

I also believe for example that the military directly owns natural resources such as forests (see Doi Suthep forested area near Chiang Mai) and minerals. 

Also the military has a practice to buy high-cost military equipment such as a submarine with a down-payment and multi-year annual installment payments that are treated as Treasury Obligations (not reviewable).
