Please provide evidence of that, because the maximum period that could be added was 9 months,

 

I personally had a few passports with the extra 9 months added, from early renewals, but all the old passports still had years left on them.

 

From an article at the time of the law change, another brexit bonus.

 

“when British citizens renewed their passports, time remaining on the existing document was added to the new one – up to a maximum of nine months.”

Perhaps they should get good lawyers, like this law firm.
