How? 

There have been talks about taxing capital gains of very wealthy individuals, I am not aware of any proposals to tax all unrealized capital gains market wide in US. Am I right?

Any tax on unrealized gains above your bracket, whatever it is will hurt you. The best way to describe it that  i have beard  is it's actually a tax on inflation.  The only reason any markets are up right nice is because of inflation essentially. You might be ahead, that's good enjoy it. Anyway anything in a Roth is exempt. That wont change.
