I really wonder what deal you are on about. The EU, and I guess they will know, have already made clear that there is no deal yet, only a framework to work on a deal. What the EU has achieved is that instead of the 30% tariffs that would go in force on August 1, will be reduced to 15%, for the time being. In my opinion that means Trump is the loser. At the same time the EU has already approved counter tariffs on 109 US$ of US goods, so if everything doesn't go as the EU expects, they can go into force immediately, not voting need anymore.
