Every position of any kind of authority, or any position that seems to pay a salary within the government, seems to be sold. My woman's sister-in-law is currently spending 200,000 baht buying a very minor position within her Tambon, so that she has the security of a monthly salary. The district headman is the one who's pocketing those funds, these guys are corrupt beyond imagination, and it's a very sickening thing to witness. 

 

My gal described it as a swamp with the top guys being the biggest crocodiles who benefit the most, and everything just filters down from there.

It is the Bangkok Metropolitan Council, essentially the legislature for the Bangkok Metropolitan Administration, with a member from each of the 50 districts.
