I'd guess leaking gas either caused by hitting the central barrier or perhaps it already had a small unoticed leak and sparks from rubbing along the Concrete central barrier ignited it. -

I'd guess that this is the key, the savings made by keeping the pensions frozen may be outweighed by the cost of tens of thousands socially and economically fragile returnees. Best of luck.. -
