Side street near school, busy, 2way, parking allowed one side only alternating each day. Traffic cop on motorcycle pulls up beside two cars illegally parked, flashing light, walks to first car, stern conversation with driver inside “can’t you see traffic backed up because of you stuff”, driver apologetic, wais etc, takes off. 
Second car, unoccupied, cop writes a ticket, places on windscreen, pulls out a wheel lock from his bike case, puts it on, on his bike, speeds off. 
I saw at least two things he did countering what a traffic cop is meant to do. 
can you think of some?

Where did you get your copy of the RTP policy and procedures that tells officers what they are "meant to do" [sic], or are you assuming that other countries' laws apply here?

1. Failed to collect any tea money.

2. Forgot to pick up some donuts for the boys back at the station.

Using your brain and common sense. No need for procedures.

And what was he meant to do ?? calling a tow truck to take the clamped car away would only impede traffic even more.

Actually I’m believe the opposite. Tow truck would’ve caused a minute or two delay. The presence of the car was causing delays anyways. Furthermore, when the driver returns, he’d then have to catch a taxi to go to the police station in order to have the car released, catch the taxi back to his car. The clamping would add a further hour or two to the delay.
