I am applying online for a new UK passport. The guidance sheet says to physically include the old passport. Do I submit the application online and then mail in the old passport? Where do I send the old passport?

I sent my passport to an agent last year, who did all the work for a reasonable fee, including the payment to the Passport office in the UK, and it was back along with a new one in 3 weeks. If IIRC the charge was about 5,000 baht and far less traveling time.

 

My travel costs were the 6km journey to the Thai post office and back once instead of getting my wife to drive me 350km each way to BKK plus an overnight stay, twice.

That is a perfectly good option.  The "agent" effectively becomes the "person" submitting the application.  But the OP seems to have been following the online application which does not apply here.

Definitely the way to go. The agents hadn't set up shop when I last renewed mine. 2 trips to Bangkok from Udon Thani cost me more than the 5,000 Baht that they charge. I read that they provide very good service.

The form to apply for a replacement passport asks that I send all other passports. I have three passports. I thought the requirement to send all other passports was abolished, and I only needed to include photocopies of the other passports.

Did you not read the info sent already.  You will not SEND anything, you apply in person.  I am sure they will be happy with copies of all your passports, as they will with the UK one you are renewing.

Funnily enough, I did read the info sent already. When I complete the form to APPLY IN PERSON, section 3 says I must include all other passports and I will only get them back when the new passport is sent to me. I thought this requirement was cancelled some years back and photocopies were sufficient. The guidance notes say: In part B, enter details of all uncancelled passports that you are sending us.

Are you still attempting to apply online?  I'll repeat the link I posted earlier in case you missed it....

No, I am not attempting to apply online. I am completing the form to take to VFSGlobal next Wednesday (Quote: When I complete the form to APPLY IN PERSON). I shall take both the original passports and colour copies, and ask if they need to keep the original two other passports. I shall let you know what they say. If they need to keep all my passports, I will delay applying till mid-year.
