Only thing that would prevent it would be if passport had been seized. This is sometimes done at arraignmrnt if the perdon is considered a flight risk but being "wanted" does not mean an arraignment took place. Likely he skipped the country before that occurred. Or land border to Mexico. 🤔

The USA does not screen when leaving. Only people on the do not fly list will be flagged at checkin. Unless his passport was cancelled, he can travel. 1

He has been charged with the visa overstay in Thailand. The offence has been proven. He is wanted in the US for the more odious charges, not arrested or charged yet. That will happen on arrival in the US. There's no evidence that he committed any of the more serious criminal acts in Thailand. I trust you can now appreciate why the media chose not to sensationalize the report 2

I still think the Thai police were watching him due to a tip off from the FBI. Never really heard of Thai Immigration putting overstayers under surveillance. How ever they got him, good, another scumbag off the streets!

Stricter visa rules are required, especially for nationals of certain countries like United States, Russia, Ukraine, China, UK, Poland, Romania, Nigeria, Kazakhstan, Lithuania, Belarus, Korea, Uzbekistan and some other countries. Visa free scheme should be abolished for those countries. A proper entry visa should be obtain prior to entering Thailand in their home country including criminal background checks and possibly mental health check-up. I am curious. Are you a Thai citizen or a citizen of another country? If a citizen of a country different than Thailand, what country would that be? If you are in Thailand and are from another country, what are the visa requirements for you to enter and stay in Thailand?
