And, the winner will be the nation that has the capacity to more quickly produce drones.

 

The prize will go to the nation that is able to produce drones in sheer numbers.

 

Therefore, it might not be true that the winner will be the nation that can produce slightly higher-tech drones, but, instead, the nation that can produce drones faster, and many more of them.

 

How can this be true?
