Former Deputy Police Chief Appeals Dismissal Over Online Gambling Allegations

Former Deputy National Police Chief, Police General Surachate Hakparn, widely known by his nickname ‘Big Joke’, has submitted an appeal through a representative, seeking justice after being dismissed from the Royal Thai Police over allegations linked to online gambling operations.

 

On 11 April, it was reported that Pol. Gen. Surachate authorised a representative to submit an official appeal to the Police Civil Service Protection Committee, after a disciplinary panel found him guilty of serious misconduct. The committee had previously concluded that he was involved in receiving money from online gambling websites and recommended his retrospective removal from office, a decision later ratified, on 11 March 2025, by National Police Chief, Pol. Gen. Kitrat Phanpetch.

 

 

The dismissal officially took effect on 18 April 2024. However, under Thai police regulations, Surachate retains the right to appeal the decision within 30 days of being notified.

 

The appeal process involves several stages:

 

1. Submission and Verification: If all required documents are in order, the case proceeds. If not, the appellant will be informed to rectify the issue within a specified timeframe.

 

2. Investigation and Deliberation: The committee may summon further witnesses or documents and allows both the appellant and the relevant police agency to provide additional statements or materials.

 

3. Committee Decision: Based on facts and legal analysis, submits a recommendation to the Police Commission

 

4. Final Ruling: The Police Commission has the authority to uphold, amend, or overturn the original decision. Its verdict is final within the administrative system.

 

According to clause 24 of the 2009 Police Commission Appeals and Complaints Regulations, the committee may extend the review period twice, each for no more than 30 days, provided the appellant is informed in writing.

 

This case is currently under appeal and its outcome will determine whether Pol. Gen. Surachate’s dismissal is upheld or reversed.

 

Previously, close associates of Surachate, including Pol. Col. Kittichai Sangthawon (Deputy Commander, Songkhla Provincial Police), Pol. Lt. Col. Krit Priyaket (Deputy Superintendent, Samut Prakan), and two traffic and patrol officers, also filed their appeals to the same committee.
