The point is that people with no public service experience or large organization management experience are commenting on why a senior government official merits being extended an opportunity to add to her knowledge and to learn from world experts. The PM is being criticized because of personal bias and envy. It is not uncommon for large organizations to send personnel, particularly CEOS, COOs and young promising executives to educational programs specific to that class of person.
