Google Voice? If it's blocked by the country of call origin, using a VPN may work.

Do you mean that you don't know how to place a collect call from your mobile phone?

 

Advice from AI says that to make a collect call, you should dial 00 to reach an international operator who will place the call for you.

The VoIP calling services usually offer free calls to Toll Free numbers.

I thought the whole point of 800 numbers was that they're free to call.  

 

Can't you just make a call from your Thai phone?  And some banks seem to have special numbers you can call when you're outside the country.

Which mobile provider here?

 

I think some/all offer discounted rates of 1.07 baht/min and/or 2.675 baht/min from your Thai mobile to a landline in the U.S. There are calling cards here too that offer similar rates.

AIS offers a similar deal. At 2.5 Baht per minute, why bother with anything else.

Yes, AFAIK all providers here each have several int'l calling options.

 

AIS has 003, 005 and 00500.

 

003 is an add-on, goes as low as 2.01 baht/min to the USA.

And there are 3rd party calling cards and apps, some of which have free local access, and calls to the USA (landline or mobile) range from 1 to 1.5 baht/min.
