Last time I entered Thailand, it was at Phuket Airport. The queues were very long. An official-looking person approached me and said that if I wanted to get through immigration faster, I could pay a 100 baht fee to get fast-tracked. Is this an official arrangement at Thai airports, or is it just the local immigration organising it themselves to earn extra pocket money?
