Ask  your Thai partner to check with friends/relatives, they know the contacts and procedures. Fee is around 50 k and rising.

It will do him well. Make a man out of him. Don't (illegally!) lead him on the way to cowardice. Be a real man, and let him become one too.

I don't know if you were conscripted, as I was, but it is everything except becoming a man, unless you consider cleaning the floor, standing guard or playing football as necessary to become a man...while losing 2 years of your youth...

These seem to be the only way out........

Exemptions and Deferments:
  • Medical: Individuals with disqualifying medical conditions can be exempt from service... Education: Those enrolled in higher education or the Territorial Defense Program can defer their service..Profession: Certain professions, like monks of a specific rank, are also exempt..Studying Abroad: Male Thai citizens can defer service by studying abroad.
